UNLDC-V Preparatory Process
The Conference is expected to undertake a comprehensive review and appraisal of the implementation of the IPoA in each LDC, as well as at the sub-regional, regional and national levels. It will also share best practices, lessons learned and constraints encountered and come up with a comprehensive 10-year strategy for enabling LDCs to graduate from the category and meet the SDGs, building on a solid foundation of national ownership and leadership and a reinvigorated global partnership for LDCs’ sustainable development.
At the national level, all LDCs are expected to report on progress in the IPOA implementation in their country (See letter of the High Representative to the Permanent Representatives of LDCs to the UN). Guidelines for the preparation of these national reports have been prepared by OHRLLS and provided to all LDCs (See guidelines in English and French). The UN country teams in the LDCs have been asked to extend their support as appropriate to the national level preparations (See letter to the UN Resident Coordinators in the LDCs). The main findings from the national reports will feed into the regional reviews and finally into the new Programme of Action.
The national reports should be results-oriented, analytical and forward looking and include views of government, local government representatives, civil society, the private sector and academia. The network of existing LDC National Focal Points will play a key role in the preparation of the national reports.
The 2019 Annual Workshop of the National Focal Points of LDCs took place at UNHQ in New York on 13-14 November – click here for more information.
UN-OHRLLS to prepare an analytical review and assessment of the LDC national reports and priorities. To see the national reports as they are submitted by LDCs to UN-OHRLLS, please click here.
At the regional level, there will be two preparatory review meetings, one for Africa and one for the Asia-Pacific region, organized in close collaboration with ECA and ESCAP respectively and involving all LDCs and their development partners. These meetings are expected to take place during the first half of 2020.
The African Regional Review was supposed to be held in Lilongwe, Malawi, 11-13 March 2020. For more information, please visit here.
The Asia-Pacific Regional Review was supposed to be held in Dhaka, Bangladesh, 24-26 April, 2020. For more information, please visit here.
At the global level, in addition to the intergovernmental process described above, UN-OHRLLS will organise consultative meetings for the Ambassadors of LDCs and Friends of LDCs in New York to find consensus on the new priorities.
UN-OHRLLS will also organise UN inter-agency meetings to coordinate the contributions of the UN System to the Conference. UN Agencies and partner countries will organize Pre-Conference Events on thematic areas that are particularly important for LDCs to undertake thematic appraisals and outline possible strategies to make further progress in specific sectoral areas of importance for their sustainable development.
The first Pre-Conference Event was the 8th LDC Ministerial Conference co-organized by UNIDO and UN-OHRLLS on 2 November 2019 in Abu Dhabi. More information is available here.
Preparations at the national, regional, global levels and pre-conference events as well as contributions from the private sector, academia, CSO and parliamentarians will provide evidence-based inputs for the outcome of UNLDC-V.
