In order to foster the implementation of the Istanbul Programme of Action (IPoA), Benin organised the Ministerial Conference on New Partnerships for Productive Capacity Building in LDCs. The Conference identified new and innovative partnerships to support efforts of LDCs to strengthen their productive capacity, which is the first priority area of the IPoA. It also focused on appropriate means of implementation. Some issues, like gender and women empowerment, employment and sustainable development, were cross-cutting.

The meeting made policy recommendations on leveraging development partnerships, including through enhancing contribution of ODA, South-South cooperation, remittance earnings, FDI and other traditional forms of external finance, innovative sources of finance, domestic resource mobilization and private-public partnerships and through harnessing domestic endowments and other potentials. These recommendations are expected to feed into the discussions on the Sustainable Development Goals (SDGs) and the post-2015 development agenda. Furthermore, the meeting provided an opportunity to launch concrete and innovative mechanisms to mobilize financial resources for LDCs as well as partnerships for productive capacity.

The organization of this meeting was led by Benin as chair of the LDC group in close collaboration with OHRLLS, which coordinated the contributions of the UN system, and UNDP. The meeting was supported by several countries and organizations, as recognized in the official programme. The meeting was attended by ministers and experts from LDCs and from their development partners. In addition, representatives of the United Nations System, the private sector, the civil society, national and international philanthropies were invited.

Workshop for the National Focal Points of LDCs – The Office of the High Representative organised the 2014 annual Workshop for the National Focal Points of LDCs in Cotonou, Benin, on Sunday 27 July 2014, the day before the Ministerial Conference.
