Side Event: Leveraging South-South and Triangular Cooperation to Advance Sustainable Development in LDCs

The least developed countries (LDCs), landlocked developing countries (LLDCs) and small island developing States (SIDS) are among the vulnerable groups of countries of the global community. They face multiple and complex development challenges. Fulfilling the promise of leaving no one behind of the 2030 Agenda requires enhanced and revitalized global partnership. BAPA+40 is taking place at a critical time, when vulnerable countries are facing enormous challenges in fulfilling the resources gap for implementing the 2030 Agenda. The emerging economies of the South have become important development partners in the areas of trade, investment, financial support and technological cooperation for LDCs, LLDCs and SIDS. South-South and triangular cooperation can be leveraged to scale up successful development policies, best practices, knowledge sharing and transfer of technology for the benefit of the most vulnerable countries. Emerging transnational challenges such as climate change, disasters, health epidemics, migration and transnational crimes also call for more broad-based and structured South-South cooperation.
The high-level mid-term reviews of the Vienna Programme of Action (VPoA) of LLDCs and the SAMOA Pathway of SIDS will be held in 2019. The 5th UN Conference on LDCs is scheduled to take place in 2021. These global meetings, among others, will review the state of play of South-South cooperation in the effective implementation of programmes of action for LDCs, LLDCs and SIDS, and will identify new areas of South-South and triangular cooperation. The side event will provide an opportune occasion to leverage the potentials of and revitalize South-South cooperation to advance SDGs in LDCs, LLDCs and SIDS.
This side event will:
(i) review the state of play of South-South cooperation in promoting the SDGs in LDCs, LLDCs and SIDS by taking stock of best practices and lessons learned;
(ii) identify new areas of collaboration where South-South and triangular cooperation can be employed to expand means of implementation;
(iii) renew and revitalize global partnerships and commitment to scale up South-South and triangular cooperation for the benefit of LDCs, LLDCs and SIDS; and
(iv) make substantive contributions to the mid-term reviews of the VPoA and the SAMOA Pathway and to the 5th UN Conference on LDCs from the perspective of South-South cooperation.
- Best practices and lessons learned on scaling up South-South cooperation in the implementation of programmes of action of LDCs, LLDCs and SIDS are shared and discussed;
- New areas of South-South and triangular cooperation to broaden means of implementation is identified;
- Substantive contribution is generated for the preparation of the mid-term reviews of the VPoA, the SAMOA Pathwayand the 5th UN Conference on LDCs from the perspective of South-South cooperation;
- Global commitment to building multi-stakeholder partnerships for LDCs, LLDCs and SIDS is renewed.
PARTICIPANTS AND FORMAT
This high-level meeting will draw participation of the Under-Secretary-General and High Representative for LDCs, LLDCs, SIDS, Special Envoy of the Secretary-General on South-South cooperation, ministerial representations from LDCs, LLDCs and SIDS, as well as ministers and senior representatives from co-organizers including Argentina, China, Guinea and South Africa.
