Comprehensive Ten-Year Review Conference of the Implementation of the Almaty Programme of Action
 

Background and Mandate

The General Assembly in its resolution 66/214 of 22 December 2011 decided to hold a comprehensive ten-year review Conference of the Almaty Programme of Action in 2014, in accordance with paragraph 49 of the Almaty Programme of Action and paragraph 32 of the Declaration on the midterm review.

The Conference will be preceded, where necessary, by regional and global as well as thematic preparations in a most effective, well-structured and broad participatory manner. Intergovernmental mechanisms at the global and regional levels, including those of the United Nations Regional Commissions, as well as relevant substantive material and statistical data, should be effectively utilized in the review process.

In the same resolution the General Assembly designated the UN Office of the High Representative for LDCs, LLDCs and SIDS (UN-OHRLLS) as the United Nations System-wide focal point for the preparatory review process and noted that United Nations system organizations, including UNCTAD, UNDP, Regional Commissions and relevant international and regional development and financial organizations, within their respective mandate, should provide necessary support and actively contribute to the preparatory review process and the comprehensive ten-year review conference itself.

Modalities, such as date and venue of the Conference, and the venue, duration and dates of the intergovernmental preparatory committee meetings, will be decided upon during the current sixty-seventh session of the General Assembly.

Preparatory Process

Preparations for the conference will take place at national, regional and global levels. The preparatory process will have the following main components:

Intergovernmental track

Intergovernmental Preparatory Committee

The Intergovernmental Preparatory Committee of the Conference will meet to appraise the implementation of the Almaty Programme of Action and prepare the Outcome Document for consideration and adoption by the Conference. Two two-day sessions of the Committee will be held in January and April 2014 in New York.

Regional Review Meetings

Three regional review meetings on the implementation of the Almaty Programme of Action will take place in 2013. The reviews will undertake assessments of the implementation of the Almaty Programme of Action in the regions, provide an important opportunity for sharing experiences and lessons learnedon challenges faced by LLDCs in each regionand identify recommendations for appropriate strategies and mechanisms to address these challenges. The outcome of the regional level preparations will feed into the global review process. United Nations Regional Commissions will coordinate the regional reviews, in cooperation with countries and OHRLLS.

National Preparations

Landlocked developing countries will prepare national reviews on the implementation of the Almaty Programme of Action that will serve to enrich the regional and global discussions.

Inter-Agency track

Inter-Agency Consultative Group Meetings, involving UN agencies and other international organizations, will meet on a regular basis with a view to build consensus on the conceptual framework and other organizational aspects of the preparatory process and the Conference. Two meeting will take place in both 2012 and 2013, with a final fifth meeting in 2014.

 

Private sector track

The purpose of the private sector track for the Conference is to ensure that private sector representatives are actively engaged during all stages of the preparatory process and at the Conference itself, in particular with a view to helping identify concrete, action-oriented proposals addressing LLDC-specific problems and challenges in the area of trade and trade facilitation, transport, investment and enterprise development. These proposals will contribute to the formulation of innovative strategies and policy recommendations that will form the new development framework to be adopted at the Conference.

A number of pre-conference events on selected thematic areas will be organized during 2013/2014 in the lead up to the Ten-Year Review Conference on the Implementation of the Almaty Programme of Action. List of the events will be continuously updated.
